1️⃣ Prepare the Meatloaf Layer:
- Preheat oven to 375°F (190°C). Lightly grease a 9×13-inch baking dish.
- In a large mixing bowl, combine ground beef, chopped onion, minced garlic, breadcrumbs, milk, egg, Worcestershire sauce, salt, and pepper.
- Press the mixture evenly into the bottom of the prepared dish to form the meatloaf base.
- Spread the ketchup evenly over the top of the meat mixture.
- Bake uncovered for 25 minutes.
2️⃣ Make the Mashed Potato Layer:
- While the meatloaf bakes, boil sliced potatoes in salted water for about 15 minutes or until fork-tender.
- Drain and mash the potatoes with sour cream, milk, and butter until smooth. Season with salt and pepper to taste.
3️⃣ Assemble the Casserole:
- Remove the partially baked meatloaf from the oven. Carefully spread the mashed potatoes evenly over the top.
- Sprinkle shredded cheddar cheese over the mashed potatoes, followed by chopped green onions.
- Return the casserole to the oven and bake for an additional 20 minutes, or until cheese is melted and bubbly.
