Preheat the oven and crisp the tortillas
Preheat your oven to 375°F. Lightly spray two baking sheets with non-stick spray. Place three tortillas on each baking sheet in a single layer. Bake for 3–5 minutes, then carefully flip the tortillas while they’re still in the oven and bake for another 2–5 minutes. The tortillas should be lightly golden and crisp but not brittle. Remove from the oven and set aside.
Cook the seasoned beef
While the tortillas bake, cook the ground beef in a large skillet over medium-high heat, breaking it up as it browns. Once fully cooked, drain off any excess grease. Add the taco seasoning and water, bring to a boil, then reduce the heat to medium-low. Simmer for 10 minutes, stirring occasionally, until the mixture thickens and the flavors are fully developed. Remove from heat.
Warm the beans
Place the refried beans in a microwave-safe bowl and heat until warmed through and spreadable. Stir to ensure an even, smooth consistency.
Assemble the Mexican pizzas
Spread a thin, even layer of refried beans over one tortilla. Top with about ⅓ of the seasoned beef mixture, spreading it evenly. Place a second tortilla on top to form the base of the pizza.
Spread about 3 tablespoons of enchilada sauce over the top tortilla. Sprinkle with cheddar and pepper-jack cheese, then add a small amount of diced tomato, green onion, and sliced olives.
Repeat this process with the remaining tortillas to make three Mexican pizzas total.
